Section 6 - Documentary Evidence

• You must provide all the documents and photographs listed below. It would be helpful if all photographs could be stapled to page 3 of the form in the space provided. If you are unable to provide any of the documents with this form you must give a satisfactory explanation and a reasonable timescale for their submission.

• All documents must be originals or certified photocopies. Certified photocopies of documents must be certified as true copies by the issuing authority (such as a photocopy of a building society passbook that has been certified by a branch of the building society).

• It would be helpful if you could place a tick next to the relevant items to show which documents you are sending.

• Unexpired passport(s) or travel document(s) for each dependant who is applying for an extension of stay in the UK with you (see question 3.1).

• Your police registration certificate (if you are required to register with the police).

• The police registration certificate(s) for each dependant who is applying for an extension of stay in the UK with you (if they are required to register with the police).

• If you are required to complete section 4 of this form, a document (or documents) showing that you have the financial resources to maintain and accommodate yourself and any dependants without recourse to public funds. The document(s) must be formal documents such as bank statements, a building society passbook, or wage slips. Please do not send us cheques, travellers cheques or credit cards. If a relative or friend is supporting you, then you may provide a letter from him/her confirming this together with formal documents showing his/her financial resources (see Note 2).

Note 2: We are unlikely to grant your application unless the documents establishing the financial resources available to you cover the last three months.

If your application falls to be considered under an extra-statutory concession or on compassionate grounds, you may not be required to submit documentary evidence of your financial resources. If in any doubt, please provide such evidence.

• If you are applying as a visitor, a document (or documents) showing that you have the ability to maintain and accommodate yourself and your dependants included in this application without recourse to public funds and without taking employment. If a relative or friend is supporting you, then you may provide a letter from him/her confirming this together with formal documents showing his/her financial resources. The document(s) must be formal documents such as bank statements, a building society passbook, or wage slips (see Note 2).

• If you are applying as a member of the crew of a ship, aircraft, hovercraft, hydrofoil or train, documentary evidence from your employer confirming that your continued presence here is still necessary to fulfill the purpose for which you were given leave to enter, and stating the reasons for this.

• If you are a postgraduate doctor or dentist and you are intending to take Pre-Registration House Officer employment for up to 12 months, documentary evidence confirming that you are a graduate from a medical school and that you intend to undertake employment in an appropriate post (see Note 3).

• If you are a doctor or dentist eligible for full or limited registration with the General Medical Council (GMC) or General Dental Council (GDC) and you intend to undertake postgraduate training in a hospital:

(a) your GMC or GDC registration certificate; and

(b) a document showing that you intend to undertake postgraduate training in a hospital; and

(c) documentary evidence showing satisfactory progress in your postgraduate training including the passing of any relevant exams. This must be a formal document or documents such as a letter from your Postgraduate Dean (see Note 3).

Note 3: If you wish to undertake postgraduate training in general practice you should not use this form; the employer must instead apply to Work Permits (UK), Home Office, Moorfoot, Sheffield, S1 4PQ.

• If you are applying as an au pair, a letter from the family you are staying with giving details of your employment.

• If you are a Commonwealth citizen aged 17 or over, one of your grandparents was born in the UK and Islands and you are applying for an extension of stay on the basis of your UK ancestry:

(a) your full birth certificate (which will show your parents' names); and

(b) documentary evidence showing that one of your grandparents was born in the UK and Islands. The document(s) must be formal documents such as full birth certificates for your parents and grandparent and, where necessary to establish the relationship, marriage certificates and/or adoption papers; and

(c) documentary evidence confirming that you are able to work and intend to take or seek employment in the UK.

• If you have previously been given permission to stay in the UK in one of the following categories of employment not requiring a work permit, and you are applying for an extension of stay in the same category, documentary evidence from your employer confirming that your work is continuing and that you are still required for the employment in question.

a) Minister of religion, missionary or member of a religious order (see Note 4);
b) Representative of an overseas newspaper, news agency or broadcasting organisation;
c) Private servant in a diplomatic household;
d) Overseas government employee;
e) Teacher or language assistant coming under an approved exchange scheme;
f) Airport based operational staff of an overseas-owned airline.

Note 4: For ministers of religion, missionaries, or members of a religious order this document may be provided by the leadership of your church or the head of your religious order, rather than your employer.

• If you are applying as a writer, artist, or composer, documentary evidence showing that you are able to support yourself and any dependants from your own resources without working except as a writer, artist, or composer.

• If you are applying as a visitor receiving private medical treatment:

(a) a document (or documents) from a registered medical practitioner who holds a National Health Service (NHS) consultant post or who appears in the Specialist Register of the General Medical Council, showing satisfactory arrangements for private medical consultation or treatment, how long it is likely to last and, where treatment has already begun, evidence as to its progress (see Note 5);

(b) receipts for payment for any treatment you have received; and

(c) a signed statement that you intend to leave the UK at the end of your treatment.

Note 5: Visitors are not allowed to enter or remain in the United Kingdom to receive free medical treatment on the National Health Service.

• If you are applying for an extension of stay in the UK for any other purpose or reason, a letter or other document setting out the reasons why you think you should be granted an extension of stay. You must give full details and support your case by enclosing any relevant documentary evidence.

• If you are applying under the highly skilled migrant programme (HSMP), you must also complete a separate HSMP form as well as this FLR(O) form. The HSMP form and information about the programme can be obtained from the following Home Office website:

Section 7 - What To Do Now

• You must now read the declaration below and sign it. This must be signed by the applicant personally and not by a representative or other person acting on his/her behalf. An application for a person under the age of 18 may be completed by the parent or legal guardian.

For which types of application must you use this form?

Only to apply for an extension of stay in one of the categories listed on page 4 of this form.

What you must do for your application to be valid

• Complete all sections of this form, if it is appropriate for your application, answering all the questions, providing all the information and completing, or ticking where appropriate, all the boxes that apply to you. If you are completing the form by hand it would be helpful if you could write in BLOCK letters and in black ink.

• Provide all the documents and photographs specified in Section 6 of this form. All documents must be originals or photocopies certified as true copies by the issuing authority (such as a photocopy of a building society passbook certified by a branch of the building society).

• Give a satisfactory explanation if you are unable at present to provide any of the documents or photographs with this form, and a reasonable timescale for their submission.

• Sign and date Section 7 as specified.

An invalid application will be returned to you or your representative, reducing the time available to make a valid application before your current leave to enter or remain runs out.

It is in your interests to apply 4-5 weeks before the last day of your leave to be in the UK. If you apply earlier than that, please note that your application may be delayed or refused if you are applying in a category that requires a specified period of time to be completed in order to qualify for further leave to remain. Recorded Delivery post helps us to record the receipt of your application; we recommend that you use it.

How long will it take to process your application?

In the first 3 months of 2002, the initial consideration of new applications took 6 weeks on average. We are working hard to reduce this to 3 weeks or less. For current processing times, please see the information sheet enclosed with this form if you received it from the Application Forms Unit; or the "making an application" page on the Home Office website if you have access to the internet (see address on the front page). We aim to decide most cases (at least 65%) on initial consideration. But if your case needs further consideration or enquiries, we will send you a letter informing you of this and telling you how long it may take. Any further enquiries needed could include visits by the Immigration Service.

How will your passport (s) and other documents be returned?

By Recorded Delivery (RD) in all cases, so there is no need to enclose your own postage.

Croydon and regional Public Enquiry Offices

Please note that because of operational pressures, applications on form ELR cannot be made at the Public Enquiry Office (PEO), Lunar House, 40 Wellesley Road, Croydon. Until further notice, all such applications must be made by post. The position generally is that PEO will accept urgent applications in most other categories and, if possible, complete them on the day if they are straightforward and accompanied by all necessary supporting documents/evidence. If not, the application may be taken in for completion by post. PEO accommodation is limited, so only applicants and any family members included in the application will be allowed into the building. Interpreters are available. PEO deals only with personal callers. It does not deal with third parties (eg advisers or representatives).

There are also 3 regional Public Enquiry Offices for personal callers only. Details are given below. Immigration advisers

This form is designed to enable you to make your own application.
